Jernej Hi , could you explain one thing ? Why the Raspberry Pi vnc service does not work exactly ? Does the graph of the PPIC does not support it ?

Yep, Same exact fail!!, new SD card, Same (latest) OS version.
Symtom: (On Cold Boot) OpenELEC Spash screen appears and clears. Kodi screen then Fails to appears, after OpenELEC's splash screen has cleared.

Do you have any USB to serial cable? We might get additional info if you connect it to RX TX and GND pins.

Not sure about vnc, but if the program is using Dispmanx, which is likely, then it doesn't work because DispmanX is RPi only stuff. If it's using any Kodi framegrabber functionality, then it doesn't work, because it is not implemented in my port.

No I don't have a USB to serial cable yet. I know Putty is the term program needed. But, how does this relate, to the unit going into Standby mode, on cold boot???

Because there is a lot of text output which would probably tell us where the problem is. Without it, I couldn't debug half of issues. It would be like dmesg, but during boot, suspend, etc. Also additional messages can be turned on... This is great tool to find the issue.

OK, I'm kind of limited, but, I'll see what I can rig up. I find the pinout for USB-A in lots of places on the web, but, none of them seem to say what -D +D USB is related to TX & RX Serial??
And I've found a suitable USB to 4 pin Din plug, just not sure of it's order on the din side of the cable.
I normally don't subscribe to the "Just go for it" mentality. Though if " pin 2 Green -D & pin 3 White +D" (I removed Red pin1 Power, out. & left pin4 Ground alone) are reversed, it will simply fail, with no damage, just garbage if anything.
I'll need some help how to set up the putty session, it's been quite a while, since I've talked over serial to another device.

You want the "Debug TLL UART" pins... don't plug anything in the D- and D+ related to serial!!!
