IIRC someone talk about it but I don't remember what the outcome was. If you want to add your own support I suggest you start to search and read everything you can find. Then I really don't know what's wrong. Kernel is the same for all boards. Maybe you can check loaded modules with lsmod and make sure that hdmi_cec is listed.
I checked every important part for CEC and they seems to be connected exactly where they should be. I also measured values on my board and they match schematic. All traces seems to be correct also. So something strange is happening. Unfortunatelly I don't have CEC capable device so I can't really make additional test.
I suggest you measure voltage between GND pad (left of power connector) and 3_3V pad (under 40 pin connector). I'm not sure which value qualifies as good enough, but it should be pretty close to 3.3V. If it is not, please try another power supply.
